Highlight TCP/IP with a left click then left click on the property button. A window may appear with a warning message... just have them click OK on this Window. 
IP address -
There should be a bullet in Obtain Ip address Automatically.
Wins Configuration & DNS Configuration -
Both should be disabled.
Bindings -
Should only have Microsoft for Client Networks with a check mark.
Click OK to exit. Any changes in stack and you will be prompted to re-boot. Say yes.

DNS Configuration - This is the only tab of any interest in Windows ME TCP/IP Properties. It should have a bullet in Disable DNS. Click OK and then click OK.
